repAIrC: A Tool for Ensuring Data Consistency - By Means of Active Integrity Constraints

Abstract: Consistency of knowledge repositories is of prime importance in organization management. Integrity constraints are a well-known vehicle for specifying data consistency requirements in knowledge bases; in particular, active integrity constraints go one step further, allowing the specification of preferred ways to overcome inconsistent situations in the context of database management. This paper describes a tool to validate an SQL database with respect to a given set of active integrity constraints, proposing possible repairs in case the database is inconsistent. The tool is able to work with the different kinds of repairs proposed in the literature, namely simple, founded, well-founded and justified repairs. It also implements strategies for parallelizing the search for them, allowing the user both to compute partitions of independent or stratified active integrity constraints, and to apply these partitions to find repairs of inconsistent databases efficiently in parallel.

Title:

A Practical Guide to Developing a Knowledge Management Culture (KMC) in a Non-Profit Organization (NPO)

Abstract: Knowledge is the most important asset of an organization. Being able to preserve organizational knowledge determines profitability, sustainability, competitiveness and the ability to grow. No organization can afford to lose its knowledge base. According to the World Economy Forum, 95 percent of CEOs claim that Knowledge Management (KM) is a critical factor in an organization’s success; and 80 percent of companies mentioned in Fortune Magazine have staff assigned specifically to KM. Developing a culture of sharing and creating knowledge is a long process that requires changing people’s values, beliefs and behaviours. Staff must be convinced of KM benefits and be engaged in programs and initiatives that support transfer of knowledge. Many organizations focus on technology as a silver bullet, losing sight of the fact that people as well as processes are important factors in successful implementation of Knowledge Management Culture (KMC). In this article we will discuss the concept of a knowledge management culture. We will specifically explore how a non-profit organization (NPO) assessed its current environment and capitalized on its existing KMC as a way to leverage its KM program. Creating a KMC is key since technology does not manage knowledge – people do!

Title:

Gaussian Process for Regression in Business Intelligence: A Fraud Detection Application

Abstract: Business Intelligence (BI) systems are designed to provide information to support the decision making process in companies and governmental institutions. In this scenario, future events depend on the decisions and on the previous events. Therefore, the mathematical analysis of past data can be an important tool for the decision making process and to detect anomalies. Depending on the amount and the type of data to be analyzed, techniques from statistics, Machine Learning (ML), data mining and signal processing can be used to automate all or part of the system. In this paper, we propose to incorporate Gaussian Process for Regression (GPR) in BI systems in order to predict the data. As presented in this work, fraud detection is one important application of BI systems. We show that such application is possible with the use of GPR in the predictive stage, considering that GPR natively returns a full statistical description of the estimated variable, which can be used as a trigger measure to classify trusted and untrusted data. We validate our proposal with real world BI data provided by the Brazilian Federal Patrimony Department (SPU), regarding the monthly collection of federal taxes. In order to take into account the multidimensional structure of this specific data, we propose a pre-processing stage for reshaping the original time series into a bidimensional structure. The resulting algorithm, with GPR at its core, outperforms classical predictive schemes such as Artificial Neural Network (ANN).

Title:

Recommending Access Policies in Cross-domain Internet

Abstract: As the amount of content and the number of users in social relationships is continually growing in the Internet, resource sharing and access policy management is difficult, time-consuming and error-prone. In order to aid users in the resource-sharing process, the adoption of an entity that recommends users with access policies for their resources is proposed, by the analysis of (i) resource content, (ii) user preferences, (iii) users’ social networks, (iv) semantic information, (v) user feedback about recommendation actions and (vi) provenance/ traceability information gathered from action sensors. A hybrid recommendation engine capable of performing collaborative-filtering was adopted and enhanced to use semantic information. Such recommendation engine translates user and resources’ semantic information and aggregates those with other content, using a collaborative filtering technique. Recommendation of access policies over resources promotes the discovery of known-unknown and unknown-unknown resources to other users that could not even know about the existence of such resources. Evaluation to such recommender system is performed.

Title:

The Effect of Personality on Knowledge Creation Processes - Toward KC Optimization in Teams based on Human Attributes

Abstract: In organizations, knowledge is mainly created by individuals in interaction. What individuals do is determined not only by external influences (the main focus of other studies), but also by their own intrinsic characteristics. As a consequence, it is important to elucidate how some of these characteristics can potentially impact knowledge creation (KC) in organizations. Based on previous research and on empirical data collected from two business organizations operating in Japan, this study found that certain personality traits of the human resources can significantly affect specific KC processes. This finding is discussed in the final section, where the paper concludes emphasizing the possibility to optimize KC in teams through a synergistic scheme that considers not only the technological aspects, but also the human aspects.

Title:

Individual and Contextual Antecedents of Knowledge Acquisition Capability in Joint ICT Project Teams in Malaysia

Abstract: This study investigates the significance of joint ICT projects with foreign partners in the acquisition of knowledge by local personnel in an emerging economy, based on the perspective of individual’s absorptive capacity (i.e., ACAP). The model conceptualizes knowledge acquisition capability as the individual dimension of ACAP and posits differences in prior experience and learning orientation as well as individual’s perception of partner’s support as antecedents to local employees’ abilities to (i) recognize the value of and (ii) assimilate foreign partners’ embedded knowledge. This model was validated by the results of the structural equation modelling, conducted on a cross sectional survey of 205 local team members of joint ICT projects in Malaysia. All the hypothesized relationships were supported, with the exception of that between prior experience and ability to recognize the value of knowledge as well as learning orientation and ability to assimilate knowledge. Accordingly, the theoretical and practical implications of the findings were expatiated, with suggestions offered on the areas for future research.

Title:

Designing the Content of a Social e-Learning Dashboard - The Study is based on Novel Key Performance Indicators

Abstract: Scholastic institutions are increasing the use of social learning management systems (Social LMS) to reduce training costs, provide just-in-time skills instruction and classroom-based training, stimulate social collaborations, etc. In this paper we present a model to assess the use of a Social LMS by learners that could be applied to learning institutions. At the beginning we adapt the Kirkpatrick-Philips model (widely used in private companies) to the academic environment. Some metrics are also defined for each Kirkpatrick-Philips’s level in order to evaluate the Social LMS. At the end we introduce modular dashboards to visualize the analytic report obtained by the social network.

Title:

The Epistemology of Resilient Organizations - Implications for Business Continuity Management

Abstract: Pointing out flaws and errors can be a risky pastime for those employees, whose information conflicts with theories and rules held dear by management. However, effective performance does not consist in strictly adhering to established rules. Instead, it is driven by a continuous search for meaning within organizational environments, which are, in turn, enacted upon emerging and redrafted meaning. Meaning based upon lived and reflected experience provides a corrective use of rules and, hence, more appropriate, effective results. Effective performance arises out of plausibility rather than accuracy. In the event of uncertainty, equivocation and doubt, people in organizations claiming resilience should jointly classify and interpret observed data into new knowledge so that subsequent action can tap into the prevailing business climate, reduce ambiguity, and offer more exciting prospects. A framework is introduced and applied to justify an organizational epistemology to assist the construction, processing and justification of meaning within organizations.

Title:

Concept, Information System, and Process: Exploring the Relationships Between Records and Organizational Memory Towards an Integration

Abstract: The utilization of cognitive technologies in records management and the richness of information resources stored in current organizational memory information system (OMIS) highlight the vague positioning of OMIS and electronic records management system (ERMS). This article provides an analysis on the relationships between records and organizational memory from three dimensions including the concept, information system and management process by adopting comparative methodology and literature research. On comparing the nature between the terms, it clarifies that records should function as raw material to be transferred into knowledge of organizational memory in practice. Accordingly, the gap between OMIS and ERMS that fails to actualize the connection between records and organizational memory is explained. In order to facilitate sufficient knowledge management, a possible conceptual solution is proposed to procedurally integrate management of records and organizational memory with OMIS and ERMS. Further noteworthy research are also provided according to the analysis.

How to Pick up the Needed Information about What Is Going Around Us: Information Awareness in Crisis Management

Abstract: Emergency responders require maintaining awareness of the relevant information, in order to collaborate and achieve their activities successfully. However, the multitude organizations involved in crisis response are faced with many challenges and boundaries such as culture, terminology, objectives and priorities. All of this hampers the coordination and communication of the different information requirements for each particular need within inter-organizational collaboration. As result, this leads to issues in awareness, decision making and carrying out activities in addition to the loss of time. Hence, awareness is an important factor for crisis response success. This prompted us to ask the original question: How to pick up the needed and the relevant information about what is going around us to integrate and achieve our activity? In this paper, we present: (1) the results of this study on awareness issues, causes and effects in Inter- Organizational Collaboration in Crisis Management (2) We describe a semi structured system approach supporting Information Awareness, this approach help the different actors to pick up the needed and the relevant information about what is going around them to coordinate, integrate and achieve their activities.

Title:

Do Australian Universities Encourage Tacit Knowledge Transfer?

Abstract: The purpose of this paper is to explore whether Australian universities encourage tacit knowledge transfer. In doing so, the paper also explores the role of managers (academics’ supervisor) in promoting or hampering tacit knowledge transfer and the value given to new ideas and innovation. This study collected data by conducting interviews of academics in four universities and a qualitative narrative analysis was carried out. The findings suggest that universities generally encourage and facilitate the transfer of tacit knowledge; however there are some areas that require improvement. Avenues for improving tacit knowledge transfer call for open communication, peer-trust and unrestricted sharing of knowledge by managers. The study was conducted in four universities, hence limits the generalisability of the findings. This paper will contribute to further research in the discipline of tacit knowledge, provide understanding and guide universities in their tacit knowledge transfer efforts and in particular, encourage the transfer of tacit knowledge.

Abstract: In this paper, we discuss the concept of tacit collective knowledge and focus on how to externalize it to inform discussion and reflective thinking within a community of expert practitioners about their own distributed practices. We draw our approach by outlining the one we undertook in the domain of a scholarly community: how to assess the quality of scientific conferences in the broad area of computer science and IT study. Results show the feasibility and scalability of the approach adopted to externalize tacit collective knowledge.

Title:

Empowering Industrial Maintenance Personnel with Situationally Relevant Information using Semantics and Context Reasoning

Abstract: Industrial maintenance is a complex discipline requiring experience and know-how. Information such as maintenance work orders are usually provided through mobile devices to field personnel. There are also other information sources with manuals, documented history, contact information etc. that is of value supporting the tasks at hand but typically this needs to be retrieved manually. The challenge is how to utilize information originating from heterogeneous information sources that, in addition, may change e.g. for outsourced maintenance service providers taking care of different sites. To facilitate the use of supporting materials an ontology knowledge management approach is developed that integrates data and documents, and provides relevant information for the task at hand using context and semantics based reasoning. Results from early prototyping show that the approach can improve utilization of information in existing systems through adapter layers and complement existing mobile as well as upcoming augmented reality applications by automatically providing situationally relevant information.

Abstract: Information Systems are viewed as a set of services creating a workflow of information directed to specific groups and members. This allows individuals to share ideas and their talents with other members. In such manner, tasks can be carried out both efficiently and effectively. Due to the nature of Information Systems that revolves around creating information useful to users, and in some higher forms of Information Systems creating knowledge, management of information and/or knowledge is part of their functionalities. In this paper we aim to study the placement of Information Systems as part of a System of Systems (SoS), as these large systems poses significant technical improvement in terms of information interoperability that overcomes conceptual and technical barriers. Therefore, we move towards defining and modeling System of Information Systems (SoIS). This paper discovers what is currently known about Information Systems and Systems of Systems, and proceeds towards suggesting an architecture of a System of Information Systems that integrates several Information Systems and allows information to be transferred at ease between those different components.

Abstract: In this position paper, we focus on the learning issues of the flood-endangered communities, situated in the Lower Sava Valley. The main issue and position expose characteristics of the loosely coupled system in the context of learning and knowledge management. We detected learning anomalies within the assessed flood response system, which we selected as a research example of the loosely coupled system. Therefore, we conducted a statistical analysis of the flood data and designed a fuzzy knowledge evaluation system, to be able to grade community learning. Finally, we designed learning improvement mechanism that would significantly contribute to the flood response system effectiveness and higher community self-reliance and flood resilience.

User Modeling of Skills and Expertise from Resumes

Abstract: Job applicants describe their skills and expertise in resumes and curriculum vitaes (CVs). These biographic data are often evaluated by human resource personnel or a search committee. This manual approach works well when the number of resumes is small. However, in this information age, the volume of available resumes can be overwhelming and there is a need for automatic evaluation of applicant skills and expertise. In this paper, we describe a user modeling algorithm to quantitatively identify skills and expertise from biographic data. This algorithm is called REMA (Resume Expertise Modeling Algorithm). REMA takes data from a resume document as input and produces an expertise model. The expertise model details the expertise topics for which the resume owner has claimed competency. Each topic carries a weight indicating the level of competency. There are two key insights for this algorithm. First, one’s expertise is the cumulative result of the various “learning events” in one’s career. These learning events are mentioned in various sections of the resume, such as earning a degree, writing a paper, or getting a patent. Second, one’s knowledge and skills can become outdated or forgotten over time if not reinforced by learning. We have developed a prototype resume evaluation system based on REMA and are in the process of evaluating REMA’s performance.

Development and System Assessment of Learning Object Recommendation based on Competency - RecOAComp

Abstract: This article describes the development and evaluation of a learning objects (LOs) recommendation system based on competences called RecOAComp. For such, the multidisciplinary team was composed by educators, programmers and designers. Its purpose is to make recommendations based on the user profile. Thus, it works by filtering and suggesting LOs that can support the subject in the construction of competences according to her/his needs. RecOAComp was used in stricto sensu graduate courses on Education and Informatics in Education between 2011 and 2015, involving more than 150 subjects. The obtained results derived in system reprogramming, interface improving, student/teacher profile characterization and usability parameters implementing; besides inserting new competences and LOs in the databank. Currently, the project is aimed at implementation of collaborative filtering, with which students evaluate the relevance of the indicated LOs, adding this information to the recommendation. In addition, RecOAComp will be made available in plug-in format for Distance Education environments. Therefore, this study aims to provide a LOs recommendation system in different educational modalities, supported on the needs of each student in order to collaborate with her/his competence-building processes.

Building a Tool for Analyzing Interactions in a Virtual Learning Environment

Abstract: This article presents the development of the framework Social Map, implemented in a virtual learning environment (VLE). The tool aims at mapping the interactions of the participants of a course in the form of graphs or sociograms. The methodology used was descriptive, theoretical, and practical and the graphs generated from the interactions of two undergraduate classes and one continuing education course were analyzed. Data from the Social Map, and a punctual analysis of the interactions and relationships, enabled the teachers to rethink educational activities in VLEs. Based on the indicators obtained from the map, the aim is to build more consistent teaching practices for activities in the virtual, especially concerning the social aspects. It is also a way to highlight peculiarities hitherto little-discussed regarding distance education.

Abstract: A scientific citation is usually presented as a relation between two publications without any precise meaning and inner structure. In fact, the structure of a citation, which is usually not represented explicitly, can be quite complex. Expanded citations, which link scientific papers and concepts from them, allow to represent the structure in a machine-readable way. In this paper, we use expanded citations to introduce the notion of concept flow. We briefly explore the notion and show that it opens interesting possibilities as far as concepts and their importance in scientific domains are considered.

Abstract: Knowledge plays a key role in the information revolution. Major challenges are to select the information from numerous sources and transform it into useful knowledge. In this context and in an economy strongly focused on the "Knowledge", take the turn of Knowledge Management becomes a strategic issue for the survival of organizations. However, the researches in knowledge management focus mainly on the creation, capitalization, and knowledge transfer process. Researchers are, too, centred on the establishment of the knowledge management process in companies, but little about interaction between the knowledge management process and the risk management process. In this paper, we propose a new model to reduce the risk of projects guided by the knowledge management process represented by the GAMETH method. We apply our approach to ammonia industry presented by the Algerian-Spanish company - FERTIAL.

Managing Knowledge in Enterprises - Evidences from China

Abstract: Knowledge management is an essential key in order to obtain competitive advantages in organizations. In this scenario, an interesting study about the first global power, China, is presented. The paper analyzes how Chinese enterprises manage their knowledge using variables linked to knowledge sharing and knowledge creation. Data were extracted by World Bank between December 2011 and February 2013, and the analysis has two parts. First the percentage of innovative enterprises within China is identified and then, a descriptive analysis about the situation of Chinese innovative firms is realized. In addition ANOVA technique is used. Results show that almost the half of Chinese enterprises (around 47 per cent) is considered as innovative, and these innovative firms make decisions focused on active measures related to knowledge management. Then they realize an active used of new technologies in order to communicate with people related to the organization (sharing knowledge) and also to develop new ideas within the organization (creation knowledge). Chinese Government could use our paper in order to know how their enterprises manage their knowledge and, accordingly, they could motivate non-innovative enterprises to incorporate actively knowledge management process.

A Generic Interface Specification for Standardized Retrieval and Statistical Evaluation of Spatial and Temporal Data

Abstract: The interface defined in this paper provides a generic way to select, structure, aggregate, and retrieve spatially and/or temporally localized measurement data from an underlying database in a standardized manner. It is generic in the sense that it is neither specific to a particular type of database, nor is it specific to a particular programming language or data format. The interface is particularly designed for software systems where statistical analyses of potentially large collections of scalar measurement data are to be performed by loosely coupled client applications. A key feature of the interface design is that a statistical aggregation and evaluation of the data is performed on the server side, such that the necessary amount of data to be transferred to a querying client is minimized. This can be a crucial feature for clients that are querying large databases remotely, for example, over the Internet. The interface delivers regularly arranged data to facilitate statistical assessments (e.g., visualizations in charts). It does not require, however, that the raw data is arranged regularly in any way. In particular, measurements are not required to be synchronous or equally spaced. The proposed interface can be employed for a wide range of application areas, e.g., to evaluate data from sensor networks measuring the street traffic, the water and energy supply, the air pollution or climate indicators.

A Technique to Limit Packet Length Covert Channels

Abstract: We designed the technique to estimate and limit the capacity of the covert channel based on traffic padding and random increase of packets lengths. It was applied to two types of packet size covert channels namely binary and multi-symbol channels. The method to choose the parameter of counteraction tool is given, it takes into account an allowable value of covert channel capacity and error level. The investigation carried out is significant because such type of covert channels could be constructed even if traffic encryption is used. The novelty of the investigation undertaken is that the covert channel capacity is limited preliminary, whereas state of the art methods focus on detecting active IP covert channels.

Abstract: Knowledge management (KM) is the process of capturing, storing, organizing, using, and creating Knowledge. Ample attention and insight into such processes result in optimal performance in management approaches. We investigated the level of awareness of mangers about KM programs and the mechanism of creation and usage of knowledge within the Iranian Ministry of Health and Medical Education (MOHME). After a systematic review, we identified the necessary tools for the measurement, usage, and creation of knowledge in the MOHME. Such tools were reviewed and verified by a subject expert panel. We incorporated such tools to measure the level of awareness, among the MOHME employees, toward knowledge and knowledge management. The results of our study were reviewed by subject matter experts and analysed using IBM SPSS software. The level of awareness toward KM programs and Knowledge usage and knowledge creation are relatively at an acceptable level at the MOHME. Although most of the mangers at the MOHME were aware of the knowledge management tools, knowledge creation and usage were remain relatively at low levels. The lack of active sponsors and transparency programs for supporting knowledge creation and usage within the MOHME are among the main reasons for such low activities.

In this paper the authors are proposing an ontology about the whole process of complaints management from healthcare institutions. All the work was developed after analysing the entire process and the data collected by the entity responsible with this matter in Portugal. The ontology developed can show the main concepts involved in the process and the relationship between them. As main ontology entities are person, document, measure and status.

A Knowledge Management Toolkit based on Open Source

Abstract: The positive experience with the knowledge capture project at the European Space Agency (ESA) Automated Transfer Vehicle (ATV) mission has opened a path worth following by the whole Agency. The ATV team has a privileged insight of what to preserve and how to present it so, to enable the user to get the best out of the mission’s knowledge, a portal was created and tailored to the specific needs of this mission (ATVCAP project). In order to capitalize from this experience, a spin-off has been developed in the form of a generic system, the KM Toolkit, that can be instantiated in as many business units as necessary. The idea is to offer to other areas a ready-to-go solution that can be tailored to the particularities of the interested party. This toolkit has been designed upon an architecture that integrates its services in several layers (shared services, integration, knowledge, access) and it provides to the end user a comprehensive set of features that use Open Source at their core: a portal as a single entry point (Drupal), wiki functionality (Drupal & MediaWiki), search engine (Apache Solr and ManifoldCF) and Competency Management (an in-house development based on Open Source). In addition to the KM Toolkit, it was developed as well a mechanism that allowed an easy content population, contributing with this to offer a content-rich solution as efficiently as possible. This paper describes how the Knowledge Management team at the European Space Agency has approached this endeavour from the conception and design to its implementation, based on past experiences (e.g. ATVCAP) and describing as well some lessons learned for the future.

A Complex Network Approach for Museum Services - A Model for Digital Content Management

Abstract: In a globalized economy, cultural heritage is a strong attractor. Thanks to ICT, it is possible to trigger new development dynamics. For cultural heritage, the contribution of new technologies can offer the highest degree of distribution and access opportunities. A modern museum can actually be seen as a complex ICT system, deeply interconnected, with typically a large quantity of data to manage, extremely dynamic due to ever-changing temporary exhibitions, and with applications that feature a high level of usability for a higher visitor involvement. The aim of this position paper is to create an approach geared to provide aggregated information on the nature, range and articulation of the belongings of the museum, through a paradigm based on the concept of complex network. Applying the complex network model, it will be possible to map a corpora of items made of works of art, artifacts and any object of interest for a museum. The implications derived from the adoption of this approach are multifarious: for example, a curator could evaluate partnership opportunities in the organization of temporary exhibitions, guided paths or catalog editing through an analysis of the relations between the items in their museum and the ones in other museums.

Abstract: Knowledge management means how information communication technology systems and intellectual human capital is applied to support knowledge creation, as well as in the capturing, organization, access, and use of an organization’s intellectual capital. This paper investigates knowledge management problems in paediatric and paediatric neurology departments. The Grounded Theory approach is applied in data collection and analysis. The analysis revealed 8 thematic categories as follows: Patient, Physician, Patient Data, Nurse, ICT Systems, Patient Treatment, Diagnosis, and Learning and Experience. The categories are related to each other, and we found 13 higher levels of abstraction of statements. A conceptual framework of knowledge management categories, their relationships to each other, and propositions to our categories was developed by using the Grounded Theory approach. The relationships between the knowledge management categories enhance confidence in the validity of the categories and their relationships, and expand the emerging theory.

Abstract: Our approach uses the ontology to facilitate the data querying of users in the domain Bio-Imaging where the data resources are heterogeneous and complex. The dependencies among data and the evolution of data resources challenge users (especially for non-technician users) in querying the right data. Ontology can be used to share the users’ understanding about data relationships to all community as well as to trace the database evolution. As consequence, using ontology is a promising solution to facilitate the user’s query making process and to enhance the query’s results.

Abstract: In this paper we propose a Knowledge Traces Retrieval (KTR) system. Even if knowledge management tools and practises are well spread in industry, they are rarely used for small projects. Our system aims at helping user retrieve traces of problem solving knowledge in large corpus of email from a past project. The framework and methodology is based on enhanced context (project data, user competencies and profiles), and use machine learning technics and ranking algorithm.
